Fuel prices in Russia higher than in US

According to the survey by Bloomberg, fuel in the United States became on average cheaper than in Russia in the first quarter of 2017.
The difference between prices is obvious, if we take the US gallon (3.785 liters) as a unit of measurement. As of 19 March, the average price of gasoline over three months was $2.57 in the US and $2.58 or 145.6 rubles in Russia.
If one measures fuel in liters, the price will be the same, 0.68 dollars or 38 rubles.
The research by Bloomberg involves data from 61 countries. On average, fuel prices increased by 1.4% in all these countries in the first quarter.
